european economies, it gives the people back what is theirs.

Everyone can agree that everything should be done to avert another financial crisis, which then morphs into an economic crisis, thereby imposing pain and suffering on many people throughout the world who had nothing to do with creating the financial crisis.

There is a lot of talk at present about a levy on financial institutions that would create a fund to bail them out in the future and lessen the burden on taxpayers. That's what the influential International Monetary Fund (IMF) favours.

That's all to the good but what we risk losing sight of is what needs to be done to bail out the rest of us, to provide insurance for us as well as for them. That includes some of the worst off people in the world, who are already in a condition of extreme poverty.

Regardless of what is done with respect to a tax on financial institutions, including what some are now calling a Financial Activities Tax, there is a compelling case for implementing a Financial Transactions Tax (FTT).

The Canadian government has a lot to teach our G20 colleagues, whom we will be hosting here in June. Our strong recovery with respect to other G20 countries is a testament to our sound banking system.

But in terms of how that same banking system should contribute toward alleviating future crises our government has little to say. Indeed, our message is simple, and simplistic: not our problem.

I think the government is wrong.

While we do not need to recoup the cost of bailing out our banking sector, the financial and economic crises have had a truly devastating impact around the world and have hurt many Canadians.

It has been estimated that it would cost more than $700 billion (U.S.) annually to buy our way out of these crises. That is what would be required to meet the budget deficits in developed countries resulting from the economic crisis; to finance the costs of mitigating climate change in developing countries; and to help the developing countries achieve the Millennium Development Goals of better lives for people that developed countries like Canada committed to.

That's where the FTT comes in.

It is a tiny tax that is nevertheless a giant step forward. Present proposals are for a tax of 0.05 per cent on financial transactions globally that could raise close to that $700 billion annually because of the huge number of transactions.

The tax would deter harmful speculation that causes crises. But that is only half the story. It would at the same time provide the funds that could alleviate the current economic and climate crises.

Such financial resources are essential, particularly at a time when some governments, including ours, are freezing aid budgets.

And administering the tax is feasible. The technology that made possible the quantum leap in financial transactions in recent years can itself be used to collect the tax.

The financial transactions that most of us engage in would not be affected and we will not have to pay this tax. It would apply to transactions in stocks, bonds, derivatives, currencies and hedge funds. That's the world of financial institutions and speculators where the big money is made, and that is where any burden would fall.

The IMF is a player in all this, and at the moment it gives first priority to taxing financial institutions directly so as to create an insurance fund for future bailouts.

So be it, but that is no alternative to a FTT which can provide, in effect, social insurance for the rest of us who bear the real costs of crises.

It is, after all, in our interest as Canadians to reduce the likelihood of financial crises anywhere in the world that play back adversely on our economy and our people.

Given Canada's privileged position in global governance as the host of both the G8 and G20, let us not pass up our chance on the world stage to do good.

Lest we forget, the FTT is a Canadian legacy. Just over 11 years ago, this country, through our Parliament, declared “the government should enact a tax on financial transactions in concert with the international community.” We were the first country in the world to do that.

Globalization demonstrates its dark side by the financial and economic crises we are experiencing. Let us demonstrate its bright side by imposing the first global tax that will serve global goals.

VIENNA (Dow Jones)--Euro-zone finance ministers have made a key commitment to work together for the swift introduction of a Europe-wide tax on financial transactions, the Austrian finance minister said Tuesday, urging European heads of states and governments to get behind the initiative.

Finance Minister Josef Proell denounced the idea of national taxes on financial transactions and dubbed the decision at a meeting late Monday by the Euro Group a "milestone agreement."

"We have agreed in unison to accelerate and further the work for an introduction of a Europe-wide financial transaction tax. The financial markets must also make a contribution to overcoming the economic crisis. This is a milestone towards the completion of this large project," Finance Minister Josef Proell said in a statement.

"I now expect the heads of states and governments to do their part to secure the implementation," Proell said.

His comments follow statements made in the Austrian media by Austrian Chancellor Werner Faymann, according to which the Austrian government leader is ready to implement a national financial transaction tax regardless of whether a Europe-wide agreement is reached or not.

"I consider it a mistake to pursue a solo solution, even before a European solution has been fought for," Proell said.

PES: European Socialists call for tax on speculators - Conservatives hesitant

The Party of European Socialists. (PES) President Poul Nyrup Rasmussen welcomed the European Parliament.s decision today to call for a common EU position on a Financial Transaction Tax (FTT).

"The PES has long called for an FTT to curb the excesses of speculators. We are happy to see the European Parliament take this step despite resistance from Conservatives", said Mr. Rasmussen. He praised the efforts of Udo Bullmann MEP (S&D) whose amendments have given the resolution much needed backbone.

"It is for this reason that the PES is participating in a Conference organised by the Global Progressive Forum and the European Progressive Political Foundation FEPS , on 15 March (next Monday), a high level conference on why we need an FTT," stated Mr. Rasmussen. The PES leader will open the event with a live transatlantic link with US trade union leader, Richard Trumka, to illustrate the growing efforts for the tax on both sides of the Atlantic.

Mr Rasmussen gave his comments as calls intensified for the EU to support an FTT. Renowned economist Jeffrey Sachs, when asked today if such an action should be taken, stated that; "the EU is big enough to do this".

Mr Rasmussen.s comments follow the declarations of European Commissioner for Taxation, Algirdas .emeta before the Parliament Monday, who expressed a more hesitant position towards the introduction of a Financial Transaction Tax. The Lithuanian conservative tried to say that the tax would reduce EU competitiveness, despite the levy agreed by FTT advocates of only 0.05%.

The tax is currently being dealt with through the G20 process, with the IMF due to issue a report in April. However the PES is of the opinion that the EU can and should move forward and promote the idea on the global stage.

"A growing number of Head of States across Europe are calling for a Financial Transaction Tax. Mr .emeta could soon find himself alone with only speculators for company" said Rasmussen.

Talk of a financial-transaction tax (FTT) has resurfaced yet again. This time, it was Germany.s governing parties calling for one in Europe. Germany is fed up with the E.U. PIIGS bailout and financial irresponsibility. Many German leaders blame investment banks for helping PIIGS cheat on their reported budgets and selling short. The governing parties want action against this irresponsibility, but unfortunately, they.re failing to understand that a FTT will worsen their market and it will be detrimental to their banks. A FTT will put small traders out of business overnight, and push those who do stay in business to other markets. It has the potential to increase unemployment and reduce liquidity in the markets.

Will it actually see the light of day? That remains to be seen, but there's a lot of anger now in Germany that surely won't stop it from happening. Germany.s frustration with the Greece bailout could propel it to usher in a euro tax with fiscal federal oversight. German taxpayers are footing the biggest bailout bill and want fiscal austerity, central budget review and compliance. They want this bailout money paid back, and a FTT may be the way to ease the frustration, despite its consequences.

True, the European Union could benefit from a federal euro tax, and it could very well move forward with this in the form of a FTT. But the entire G-20 shouldn.t be asked to follow suit. In addition, E.U. regulators have recently brought another troubling idea to the table: an E.U. fund passport that would impose rigorous E.U. rules on non-European fund managers. In my view, this is another bad idea that will hurt our marketplace.

The U.K. doesn't seem to have the power to block a FTT this time. Well, Gordon Brown.s U.K. could have slowed down unbridled German and French financial regulation, but the "new" U.K., the one that hasn.t participated in the Greek bailout, probably won.t be able to stop a FTT. I hope Treasury Secretary Geithner will stand firm on his opposition to a FTT and combat the E.U. attack on non E.U.-hedge funds.

There.s a lot going on in Europe right now. I.m fearful this meltdown is the real deal, but let.s hope the E.U. bailout succeeds. It worked in the U.S. Will it work in Europe, too? We shall see.

Europe's Finance Industry Regulations

London's Lobbyists Prepare to Return Fire

Hedge fund regulations, a tax on financial markets, a ban on naked short selling. The EU's bid to rein in the speculators has the financial industry up in arms. Lobbyists are already preparing to systematically attack the new proposals.

A day after the European Union outlined proposals to increase regulation of the financial markets, London's financial professionals are preparing a counter-attack. Some greeted the proposed regulations with contempt, others conjured up horror scenarios to campaign against the planned regulations.

"We are very disappointed by the proposals from Brussels," says Andrew Shrimpton, a partner at the leading London hedge fund consultancy Kinetic Partners. If the rules were really to be implemented then the sector would shrink massively, he says.

He was reacting to the announcement of several pieces of bad news for the financial industry this week. On Tuesday the German banking regulators BaFin announced that it was banning naked short-selling on government bonds issued by EU countries and naked credit default swaps. Chancellor Angela Merkel's ruling center-right government in Berlin said that it wanted to see a Europe-wide tax on financial markets introduced. And EU finance ministers, along with the Economic and Financial Committee of the European Parliament, voted for tougher regulation of hedge funds and private equity companies, despite objections from the British government.

The planned limits on hedge funds have provoked particular criticism in London, Europe's financial mecca. The industry there is particularly aggrieved as 80 percent of European hedge funds are based in Great Britain -- and many working in the City point out that Germany would not tolerate Brussels attempting to curb, for example, its automotive industry.

'Switzerland Is Waiting with Open Arms'

The ban on naked short selling has also been a cause for complaint. It was a knee-jerk reaction by the German government, says Manoj Ladwa of the Internet trading platform ETX Capital. "Angela Merkel's comments added fuel to the fire. They exacerbate the fears about the euro," he said.

The financial industry is threatening Europe with possible consequences. Half of all hedge funds in Britain are branches of US companies, says Shrimpton. "It really is an Anglo-American industry." The US managers will now be thinking about whether it is worth maintaining a London office.

Ladwa also claims that financial institutions in Frankfurt and London could be in danger if the EU regulates unilaterally. "Switzerland is waiting with open arms," he says. The danger is real, he insists, adding that he knows people who have already moved their company offices.

The threat is an old one. It belongs to the standard repertoire of traders and fund managers and is reiterated whenever higher taxes or stricter regulation are under discussion. The last time London's finance professionals threatened a mass exodus was in December 2009 after Gordon Brown's government decided to impose a one-time 50-percent tax on bankers' bonuses.

However, the great exodus didn't actually happen. Most of them stayed put.

That could be because there are other factors that are much more important when choosing the location for a company's headquarters. A survey by the commercial real estate agency Cushman and Wakefield showed that fund managers named proximity to international airports, local business infrastructure and access to well-educated staff as their top priorities. The financial metropolis of London beats Geneva hands down on all these points.

Trading of Blows

Yes, a few companies are establishing offices in Switzerland and other countries, but many are following the example of Blue Crest Capital: It recently opened a branch in Geneva with a staff of 50 but it still kept its headquarters in London along with its 300 employees.

It is unlikely there will be many companies moving this time either. What is likely is an even nastier trading of blows between the financial industry lobbyists and the EU. The two drafts by the European Parliament and the EU finance ministers on the regulations of the hedge funds are far from the final word. In the coming weeks, the two drafts must become one, and the British, via representatives in Brussels and finance industry lobbyists -- are going to try to overturn as many of the measures as they can.

In particular the European Parliament's draft, which is much tougher than that of the finance ministers, has come in for sharp criticism. Sources in the City say that it is clear that professionals were at work when it came to the finance ministers' proposals, whereas the European Parliament did not understand the material.

Both drafts contain suggestions that are "impractical and unworkable" says Andrew Baker, who heads the Alternative Investment Management Association (AIMA). That includes the idea of an EU fund passport. The proposal would impose strict EU rules on non-European fund managers but would leave the enforcement of the new rules to foreign regulators such as the US Securities and Exchange Commission (SEC). The lobby group is concerned that since these bodies will presumably refuse to work according EU law, US funds could be excluded from the European market.

The industry is also adverse to the limits on the investments that the European fund managers can execute in the future. That could squeeze profits and in the end European investors would bear the costs, AIMA warns.

Doubts About the Entire Approach

The lobby group is hoping that negotiations between the European Commission, the Council of Ministers and the European Parliament on the final text of the directive could see these measures scrapped. AIMA is relying on the member states to prevail over the parliament. The European Parliament draft is "disproportionate to the point of being punitive," and amounts to singling out hedge funds and private equity companies for special treatment within the financial sector. The finance ministers' proposals are "much more practical and realistic" AIMA argues.

In fact it is not just the lobbyists who have slammed the new financial regulations. Independent experts are also highly critical. "A step toward regulating hedge funds makes sense," says Hans-Peter Burghof, professor of banking and finance at the University of Hohenheim. The decisive flaw in the new rules, however, is that the hedge fund managers have to reveal their investment strategies. "That is like forcing Coca Cola to reveal its secret recipe." Innovation would be choked off, he argues.

Thomas Heidorn of the Frankfurt School of Finance and Management has doubts about the entire approach. In fact, no one really knows how much naked short selling with credit default swaps on European government bonds there has actually been, he says. According to the available data, there has not been a lot, he says.

And the EU Commissioner for the Internal Market and Financial Services, Michel Barnier, thinks the regulations could even be potentially dangerous. "The issue is extremely complex," he told financial daily Handelsblatt. Political mistakes could have "extremely serious consequences.

"A Financial Transaction Tax (FTT) is simple, principled and do-able", was the clear message from Party of European Socialists President (PES) Poul Nyrup Rasmussen. Mr. Rasmussen was speaking at a high level conference organized by the Global Progressive Forum (GPF) and the FEPS political foundation. The conference, "Fighting for a financial transaction tax -- how and why" saw over 100 progressive Brussels decision makers come together to generate momentum for the FTT concept.

Mr. Rasmussen added that; "Today, we are pressing for a global FTT -- it is a progressive way out of the crisis; it makes those responsible for the crisis pay towards recovery; It acts as a coolant that calms the worst excesses of speculation; and it allows us to begin to fill the huge hole in our public budgets".

Representatives from both sides of the Atlantic were there. Richard Trumka, the President of the AFLCIO, the biggest American Trade Union Federation, spoke from Washington by video link. He outlined the developments on the FTT in the United States. "He stated that the U.S. administration needs to find new revenues for job creation, the FTT provides this opportunity".

The participants acknowledged that the next big development was a report by the International Monetary Fund (IMF) on the feasibility of the FTT. Participants pledged their commitment to react should the IMF attempt to sweep the proposals under the carpet. The report is due in early April.

The Party of European Socialists (PES) has called for a .European Action Day. on 24 April to highlight the issue. PES activists all over Europe will hold events to highlight the need for an FTT.

The Action Day plans are part of a wider mobilization effort in the run up to the June G20 meeting in Toronto Canada.

A tax on Wall Street financial transactions remains on the table, says an influential House Democrat who.s been talking up the idea among his fellow lawmakers.

This weekend, the trading tax took a step forward . and a step back . when U.K. Prime Minister Gordon Brown proposed it at an international meeting in Scotland, and U.S. Treasury Secretary Timothy Geithner appeared to shoot it down.

The plan already has won the support of France and Germany as a way to help offset the cost of future financial bailouts. Supporters also think a transactions tax could reduce market volatility. But Geithner said a "day-by-day" tax on transactions is "not something we.re prepared to support."

Back in the U.S., lawmakers who back the idea aren.t worried, and continue to discuss it, including with administration officials. "I know they [administration officials] are beginning to take a look at this in one fashion or another, too," Rep. Ed Perlmutter (D., Colo.), an influential member of the House Rules and Financial Services committees, said in a telephone interview on Monday. "I do think they are willing to take a look at some things..It.s one we.re going to continue to pursue."

A transactions tax is being discussed in the House as a way to offset the cost of additional infrastructure spending to stimulate the economy. It also could surface as a way to cut the huge federal budget deficit next year. Supporters of the transaction tax say it would apply broadly to all sorts of financial trading, including stock and bond sales as well as trading in derivatives. It wouldn.t apply to ordinary consumer transactions such as credit-card purchases.

Some Democrats view the idea as a matter of fairness, too. "We help Wall Street, [so] Wall Street can help Main Street," Perlmutter said. "There.s a huge sentiment within the country that there.s got to be some help at some level for the rest of the country."

UN urged to condemn NATO support to terrorism

IRI President Mahmoud Ahmadinejad in a letter to the United Nations Secretary General Ban Ki-moon on Tuesday pointed to actions by the American and NATO intelligence and security forces in supporting the terrorist and gang leader, Abdulmalik Riggi and asked him to condemn these crimes and defend the rights of the Iranian nation.

Here is the President Ahmadinejad's letter:

I have the pleasure to offer to Your Excellency my best wishes on the occasion of Nowruz and the beginning of the New Solar Year, 1389. I also wish to seize the moment to praise the efforts initiated by Your Excellency and members of the United Nations General Assembly for the international registration of Nowruz, a cultural event that glorifies humanitarian shared values and principles. I hope this initiative will lay a solid foundation for the spread of Nowruz culture that stands for peace, amity, dynamism, constructive cooperation and sustainable security across the world.

As you are aware, terrorism has emerged today as the most formidable challenges besetting the world community, and many policy­-makings and military actions have been launched on the pretext of fighting terrorism.

You are certainly familiar with the name of Abdulmalik Riggi, a terrorist and gang leader who had used Afghanistan and Pakistan as safe havens over the past years to infiltrate into Iran's southeast borders for conducting armed robberies and terrorist acts. More than 140 innocent Iranians including women, men and children were killed with the most horrendous methods, and more than 260 were wounded.

Although the international organizations that claim to be advocating human rights, have been silent all this time vis-a-vis these crimes, most deplorable is the measures undertaken by NATO intelligence and security forces in Afghanistan as well as the attitudes of some American and European media in trying to support these crimes and cleanse the blood-stained hands of this criminal and his mercenaries. There is concrete evidence on the involvement of intelligence and security services of at least three countries supporting his terrorist operations.

Some western media that use a small mistake of a police officer- in countries that defy hegemony and imperialistic policies- to raise loud and deafening cries as pretending to be in deep grief for human rights abuse as part of efforts aimed at portraying the barbaric killing of defenseless people as a holy campaign, have either been silent towards all these crimes and brutalities, or have made interviews and featured numerous articles or reports to introduce this murderer as a freedom fighter or a democracy activist.

It is all the more regrettable that terrorism has turned into a tool to subdue nations, and those who allege to be combating terrorism now find themselves at the forefront of supporting' terrorism.

Excellency,
I have attached to this letter a video featuring, a very small part of the crimes committed by this terrorist, and the way he enjoyed media supports. It also contains part of the confessions he made on the backings provided by NATO members for his activities. As the Secretary General of the United Nations you are expected to take the following measures based on your legal and humanitarian responsibilities, and inform the people of Iran and all nations of its results:

1- Blunt condemnation of crimes and restoration of the rights of the oppressed people of Iran as the main victim of terrorism.

2- Condemnation of the supports given by NATO members for terrorism in the region, official impeachment of all those who officially supported this criminal, and restoration of the rights of victims, and of the government and people of Iran.

3- The arrest by the Iranian Intelligence service of this terrorist who was widely supported by NATO members has made clear the right approach that must be taken to combat terrorism.

Following September 11 attacks, and on the pretext of fighting against a number of terrorist operatives, more than a million people in our region have been victimized and a few more millions been displaced, two members of the United Nations have been occupied by NATO and the American military forces, and a third country is susceptible to military aggressions. The current method of combating terrorism, even if the claims of its proponents are accepted as true, has obviously failed.

"If terrorism nearly exists, isn't it possible to apply a rational method that has been efficiently used by the Iranian intelligence and security apparatus in dealing with Abdulmalik Riggi. We have emphasized time and again that settlement of problems in our region does not need wide­-scale military expeditions or actions."

Excellency, you are at least expected to appoint an independent fact-finding team which is trusted by the countries of the region, to launch a comprehensive investigation into the main culprits behind the September 11 attacks as principal excuse for attacking the Middle East, the intentions of NATO military presence in Afghanistan and Iraq, the methods used, and the outcome of their presence and engagement, with results to be presented to the General Assembly.

As you know, since the presence of American and NATO forces, not only a few million people were killed, wounded, and displaced, cultivation of illicit crop has also multiplied and the people of our region continue to live under the shadow of threat.

Who or what other organization has the responsibility to support the rights, security and independence of nations in the region. If the United-Nations has no responsibility, it has to announce to the suffering nations that where or what other organization they should raise their complaint or grievances to. If this is the case what is the philosophy behind the establishment of the United Nations?

The expectation is that Your Excellency actively put this issue on your agenda and adopt necessary decisions to put an end to massacres, increasing narcotic production, and occupation.

He was at the Pentagon when it was hit on
9/11, and later headed the USAF. A
conversation with Michael Moseley, who helped
run America's aerial war over Iraq and
Afghanistan, about what might be involved in
taking on the Islamic Republic

A fine September morning welcomed U.S. Air
Force Lt. Gen. Charles Wald when he arrived
at the Pentagon, where he had come from Shaw
Air Force Base in South Carolina to continue
his transition talks with a colleague, Maj.
Gen Michael Moseley. Wald's nickname was
Chuck. Moseley was known to his friends as
Buzz, in the flyboy tradition of the comic
strip hero Buz Sawyer, astronaut Edwin "Buzz"
Aldrin and Buzz Lightyear in the Disney-Pixar
film "Toy Story."

In two months, Wald was to advance to
four-star rank as the deputy commander (and
de-facto chief ) of the U.S. European
Command, which has jurisdiction over Israel,
too. Moseley, the air force's congressional
liaison, would get his third star in the job
Wald held, leading Central Command's air
forces (CENTAF ) and the 9th Air Force,
headquartered at Shaw. In that capacity, he
would in contingencies come under U.S. Army
Gen. Tommy Franks of CENTCOM. But no such
contingency was foreseen, though it was
generally known that President George W. Bush
was spoiling for a re-run of 1991 with Saddam
Hussein.

But it was September 11, 2001, and at 9:37
that morning the world turned upside down.
The Pentagon's sturdy premises shook, and
smoke rose from the section of the giant
structure that had been struck by a Boeing
757 - American Airlines Flight 77, en route
from Washington Dulles airport to Los
Angeles. The jet had been commandeered by
five hijackers who killed themselves, the 64
passengers and crew aboard, together with 125
military personnel and civilians within the
Pentagon.

At that very moment, the job of CENTAF chief
became all-important, and in short order
Moseley was to successfully supervise two air
wars, for which he was rewarded with an
appointment as USAF chief of staff, a
position he held from 2005 to 2008.

Wald and Moseley were in Israel last week for
a seminar held by the Fisher Institute for
Air and Space Strategic Studies, an Israeli
organization that advocates the strategic
benefits of air and missile power. Both are
retired now, but they have not set aside
their insights, lessons learned and
prescriptions.

Wald has gone public with his reasoned
conviction that "there is a military option
on Iran," contrary to the fears voiced by
commentators who warn that bombing Iranian
nuclear facilities could only be partially
effective, with the ultimate costs
outweighing the benefits. In a conversation
with Haaretz at the Fisher Institute's
Herzliya office, Moseley was more cryptic,
not wishing to appear as being either for or
against an American or Israeli operation, but
his message did come through. Or so it seems.

Gen. Moseley is an expert on the promises and
limitations of airpower, from Afghanistan to
Iraq and beyond, perhaps including Iran,
though he would rather speak "generically,"
as if Serbia and Kosovo, Mogadishu and the
Asian wars have a common denominator. Some of
the work could be done from the air, some
must be done from the ground, and in any
event, it is better done by a superpower
leading a coalition. Based on the two Iraq
wars, plus Afghanistan, one also infers from
him that for political and diplomatic
reasons, a major provocation - even an
outrageous event - must precede a major
allied aerial offensive or invasion.

"When we began [planning after*** 9/11] we sat
in a room, looked at a map of Afghanistan,
and essentially said, Wow! How do we
overthrow the Taliban regime, which helped
Al-Qaida kill 3,000? It's a very long way to
get there. How do we do this, and sustain the
operations, and in a way that leaves people
there, children, better off for their
future?"

In a term used aboard the U.S. Navy's
aircraft carriers, whose air wings also came
under Moseley for the fight, he was the "Air
Boss." He also had some Marine and army
aviation, along with help from NATO -
British, French, Dutch, Spanish, several Gulf
countries, "and various players who still
don't want to be named."

Landlocked Afghanistan "is a big place,
remote, 600 miles from targets inside it to
the [carriers in] the North Arabian Sea or [a
base in] Kyrgyzstan. From the island of Diego
Garcia, it's the same distance as from Tampa,
Florida, to Alaska - and back, of course." If
Afghanistan is "huge," military-wise, Iran is
even larger - two and a half times larger.
This can work to the benefit of the attacker
or the defender, depending on their
preparations, some of which start years, even
decades, before.

"Organize, Equip, Train": These are the
tenets that to Moseley's mind enable the U.S.
Air Force, as well as Israel's, to excel. He
should know, having served at Nellis Air
Force Base outside Las Vegas, where Red Flag
exercises take place, which include "going
over all combinations and permutations" in
advance of the real deal.

Then there was Iraq, which can also serve as
"a model template" for Iran, should one wish
to simulate an operation. In the '90s,
Moseley took part in enforcing the no-fly
zones imposed by the U.S. and its allies on
Saddam Hussein - "to protect innocents and
villages" fearing his retribution following
the 1991 war. The northern part of that
operation, an air patrol umbrella over the
Kurds, was mostly flown out of Turkey, which
from 2003 on, under the leadership of Prime
Minister Recep Tayyip Erdogan, was to turn a
cold shoulder toward the West. In southern
Iraq, too, Shi'ites were protected by
coalition airpower.

Can one apply this technique to a post-war
Iran? Only with caveats. In Iraq, there were
UN resolutions, after a war supported by the
likes of Syria and Egypt. The airstrikes were
aimed at certain overt activities. And they
were not risk-free. The aircraft and their
crews came under fire, although none -
Moseley retroactively knocks on wood - were
lost.

In the run-up to 2003, Moseley secretly ran
Operation Southern Focus, aimed at degrading
Iraq's command-and-control and air-defense
infrastructures. If anyone is now conducting
a similar exercise vis-a-vis Iran in a
clandestine way, by cyber-methods or by
sabotage, it may be known only after a war.

Moseley teamed with CENTCOM's Franks and land
forces chief David McKiernan to plan
Operation Iraqi Freedom. Defense Secretary
Robert Gates, who replaced Donald Rumsfeld
and felt no loyalty to the victorious
generals, would later ease out both McKiernan
(as Afghanistan commander ) and Moseley (as
USAF chief ). Hitting the regime

Moseley is an articulate and nuanced
proponent of airpower. It is best used, he
says, "to deter and dissuade" an enemy, and
should that enemy threaten or actually
mobilize forces and a political decision has
been made, the air force (joined, if desired,
by naval aviation ) is the weapon of choice
for instilling "strategic and operational
paralysis." In Iraq, this meant hitting the
regime, separating it from its main
formations in the field and weakening the
eight presumably elite divisions of the
Republican and Special Republican Guard. The
army and Marines, meanwhile, "are excellent
for tactical effects."

One important lesson of Iraq, which brings
Iran to mind, is that the decision to go to
war was Saddam's (for the future one may read
Khamenei ). Had he acted otherwise, the
political decision-makers in Washington would
have reacted in another, non-warlike fashion.
As for the belief that Iraq had weapons of
mass destruction - in this case, chemical and
biological - it was no idle speculation.
Planning and execution alike took the
possibility extremely seriously. Moseley's
air and ground crews prepared "for a couple
of weeks in chemical suits." They were
cumbersome and hot, especially as
temperatures rose in the Gulf - but better
hot and alive than cool and dead.

On Iran, "any decision will have to be
political, by the president or your prime
minister or whomever." Moseley was privy to
discussions at the highest level as a member
of the Joint Chiefs of Staff, listening and
contributing to exchanges involving Bush,
vice president Dick Cheney and other
officials. He is now "one and a half years
removed," and doesn't have access to the
all-important current secret intelligence.
However, the profession of using arms, and
aircraft, has not changed that much in the
interim.

Thus, the points to ponder as one plans an
operation, presumably to take nuclear targets
out of commission for some three to five
years, and stay around for a sanctions or a
sort of a no-fly zone regime, are: "Ranges,
distances both to the targets and between
them, what confidence do you have in the
location of the targets, the ability to
sustain and regenerate sorties? Are they
dispersed, buried, and if so how deep,
protected? What is the proximity to
population centers, schools? How do you
mitigate collateral damage, how many times do
you have to go back? Can it be done quickly?
How many weapons do you need? What happens
after the first day, the second day, the
first week, second week, third week, what is
the international picture, what is the
overall balance? What is the likely
scenario?"

The former USAF chief has "the highest
regard" for his brothers-in-arms in the
Israeli military, most especially in the air
force, whom he first got to know as a young
pilot. The relationship "is very open and
warm, an assumed partnership, [there is] a
very strong bond established between our
militaries." He values his friendship with
current IAF chief Ido Nehoshtan, with his
predecessors Dan Halutz and especially
Eliezer Shkedy, with whom he met in the past
- and now again - several times.

Moseley: "I gave [Shkedy] my handshake, that
as long as I'm chief I'll make the
relationship good, will exchange pilots,
maintenance officers and senior NCOs, have
school slots for the IAF. We have a special
relationship with several countries around
the world. Israel is certainly one of them."

Moseley clashed with his second boss, Gates,
over several issues. One had to do with
Gates' fondness for unmanned combat air
vehicles, with Moseley playing the role of
the out-of-date fighter jock. Isn't he
nicknamed Buzz, after all?

Gates dumped Moseley and brought in Norton A.
Schwartz, the first Jewish air force chief
(the Navy had one in the '90s ), a transport
pilot. Did that decision have anything to do
with envy by a non-flying junior intelligence
officer (something Gates was in the air force
in the mid-'60s ) vis-a-vis an old pilot?
"You've done your homework," is all Moseley
would say.

He believes the manned versus unmanned
argument was oversimplified. "The emotions
are not clinical. This is not
technology-driven." Curiously, no one
suggests fielding unmanned ships, submarines,
tanks, artillery or trucks. The manpower
savings in unmanned aviation are illusory, in
Moseley's view, as except for the pilot all
others around the system remain, and the
pilot now flies the UCAV from afar.

"I am a big fan of unmanned. As 57th Wing
commander, I was the first to operate them. I
hung bombs on them, missiles on them. I've
got the T-shirt. Okay, here's the bottom line
from the man who used them: There are only
two reasons to prefer unmanned over manned;
One is a threat so severe you're afraid to
lose much of your force. There has never been
a threat we could not penetrate. The more
important factor is persistence. We are
indeed limited by the pilots' endurance, for
instance in the U-2 plane, where they wear
space suits and must land after 11 to 12
hours, while the unmanned Global Hawk can fly
for 24. Down the road, we may marry manned
and unmanned. We're not there yet."

Which brings Moseley to the crucial decision
facing Israel regarding a fifth-generation
fighter, namely the up-and-coming F-35, to
replace the current F-15 and F-16. The F-35
it must be, since the only other "fifth gen,"
the F-22, is too expensive and has no export
version. Air forces, over and above the other
services, need a technological edge to
fulfill their missions - "to deter and
dissuade" opponents, so as to avoid the
costly climb up the "escalation ladder" and,
should they be unfazed by this swift and
terrible sword, to operate within their
airspace, achieve that strategic paralysis by
rendering their capability inoperative and
break their will to go on fighting.

For that, a fourth-generation fighter, such
as an F-15 or F-16, will no longer do,
because the adversary is "a check away" from
buying anti-air missiles and radars
off-the-shelf. And for certain countries and
organizations, money's no object.

At 60, with a solid career behind him -
though one that ended on a sour note - Buzz
Moseley does not sound vindictive. His
beloved F-15, which the Israel Air Force by
coincidence nicknamed "Buzz", is flown by his
son-in-law, while his son flies the F-22. The
air force is really his family. It is not for
him to indicate in a foreign country that he
wishes for certain personnel changes at the
top of the Pentagon. "Sure, a change in
person or in perspective could have an
effect" on policy, he says, for instance on
Iran.

One presumes that after the November mid-term
elections, when Gates gets to the four-year
mark, the Obama administration could be in
for some interesting times.

OIL LEAK FAR FAR WORSE THAN previously estimated

Scientists find huge oil plumes deep in Gulf of Mexico: report
May 16, 2010

Scientists have discovered enormous plumes of oil in the deep waters of the Gulf of Mexico, in an indication that the leak from an underwater well could be far worse than previously estimated, The New York Times reported late Saturday.

One of the plumes was 10 miles (16 kilometers) long, three miles wide and 300 feet (91 meters) thick, according to the newspaper.

The BP-leased Deepwater Horizon oil rig exploded and sank in the gulf last month, rupturing a riser pipe that has been spewing hundreds of thousands of gallons of crude into the sea each day.

"There's a shocking amount of oil in the deep water, relative to what you see in the surface water," the Times quoted University of Georgia researcher Samantha Joye as saying.

"There's a tremendous amount of oil in multiple layers, three or four or five layers deep in the water column."

Joye is involved in one of the first scientific missions to gather details about the environmental disaster.

The plumes are depleting the oxygen in the gulf, prompting fears that the process could eventually kill much of the sea life near the plumes, the report said.

Joye said the oxygen had already dropped 30 percent near some of the plumes.

"If you keep those kinds of rates up, you could draw the oxygen down to very low levels that are dangerous to animals in a couple of months," she is quoted as saying. "That is alarming."

The oil plumes were discovered by scientists from several universities working aboard the research vessel Pelican, which sailed from Cocodrie, Louisiana, on May 3, the Times said.

Studying video of the gushing oil well, the scientists have tentatively calculated that it could be flowing at a rate of 25,000 to 80,000 barrels of oil a day, the paper noted, up to 16 times the rate of 5,000 barrels a day estimated earlier by US officials and BP.

The disastrous oil spill in the Gulf of Mexico has given increased urgency to the fifth Global Oceans Conference taking place here at the United Nations Educational, Scientific and Cultural Organisation (UNESCO).

The five-day meeting, which ends May 7, has brought together 823 delegates from 80 countries to discuss ways to preserve marine biodiversity and improve "governance" of the oceans, in the face of pollution, climate change and over-fishing.

Their talks come as oil continues to surge into the Gulf from an undersea pipeline rupture, threatening marine life, and leading some participants to call for a freeze in new offshore drilling.

"We think there should be a suspension of offshore explorations, especially in the Artic, until the regulations are tighter and the response gap to an oil spill is closed," said William Eichbaum, vice president for marine and Arctic policy at the World Wildlife Fund (WWF).

"The assumption was that this accident could not have happened, and if there hadn't been this assumption, the regulations might have been tighter," he told journalists Tuesday.

In the two weeks since the Apr. 20 explosion on the Deepwater Horizon offshore drilling rig, and BP's efforts to contain the oil spill, the administration of U.S. President Barack Obama has been reviewing its policy and has indicated that no new licenses will be awarded for offshore exploration. Obama had given the green light in March to companies that received permits under the Bush administration.

But Eichbaum told IPS that existing licenses should be suspended as well, especially as oil companies plan to start drilling in places such as Alaska in the coming months.

"There are unknown elements in the Artic and severe limitations because of extreme weather and ice conditions," he said. "The government needs to go over the regulatory systems and be sure that they're adequate. To those who say offshore drilling is a safe industry, we've learned that they're wrong."

Apart from the oil spill, the oceans conference is taking place at an important time for scientists and policy makers, especially in light of climate change and targets that should have been met this year, according to Dr. Biliana Cicin-Sain, the meeting's co-chair and head of the secretariat of the Global Forum on Oceans, Coasts and Islands, one of the organisers along with UNESCO and the government of France.

In 2010, the UN's International Year of Biodiversity, countries around the world are expected to have taken steps to halt biodiversity loss and to have met "major international targets" set by heads of state at the 2002 World Summit on Sustainable Development, Cacin-Sain said.

States also need to work together and employ integrated "ecosystem-based approaches" to govern the various uses of the ocean, from transportation to oil exploration, she said.

She told journalists that some progress had been made but added that there was a "very bad situation of management" in areas outside of national jurisdiction.

The absence of a solid outcome from last year's Copenhagen conference on climate change was disappointing, but it also means that scientists and policy makers have an opportunity to make a "stronger and more coherent case for the importance of oceans and coasts in the emerging climate regime", Cacin-Sain said.

"The global oceans community needs to develop a comprehensive program related to oceans and coasts, emphasising the adoption of the most stringent reductions in greenhouse gas emissions, within a short time frame," she told conference participants.

Statistics from the Global Forum on Oceans suggest that rising levels of carbon dioxide have raised ocean acidity by 30 percent, "making the oceans more acidic now than they have been for the last 650,000 years". The consequences are dying coral reefs and a negative impact on marine organisms.

At the same time, oceans are suffering from over-fishing, with the public's demand for fish exceeding the ocean's ability to replenish stocks, according to some scientists. The conference is also focusing on other challenges such as rising sea levels and the "retreat" of glaciers. Experts, including Cacin-Sain, will make recommendations to governments on how to address these issues.

Meanwhile, national officials and parliamentarians will hold "high-level" meetings Wednesday to discuss perspectives on the key global issues and outline steps that the international community should take in the next five years.

One of the main recommendations is to speed up the development of alternative energy so that carbon emissions can be reduced.

"But what do we do in the meantime?" Cacin-Sain asked. "We're in a transitional stage and there are no easy answers." She added, however, that there was an obligation to "build a vision" for the future and develop a blueprint for specific actions.

In Berlin, the government coalition of Merkel's conservatives and Westerwelle's business-friendly Free Democratic Party (FDP) are currently making overtures to the opposition party the center-left Social Democrats on the divisive issue of a financial transaction tax in the hope of ensuring the broadest possible support for the euro rescue package in the German parliament, the Bundestag. In Merkel's own party, the Christian Democratic Union (CDU), support appears to be growing for a Tobin-style tax on financial market transactions, which has long been the issue of global debate. "All agree that we need a fee for the banks and a new tax," Merkel's chief of staff, Ronald Pofalla of the CDU, told the Westdeutsche Allgemeine Zeitung newspaper. He said the dispute over a financial market tax had been exaggerated.

Wolfgang Bosbach of the Christian Social Union, the Bavarian sister party to Merkel's CDU, who is also the head of the parties' joint group in parliament, even openly pleaded in an interview with Cologne's Kölner Stadt-Anzeiger newspaper for an international financial transaction tax.

The German government was one of the initial supporters of a global financial transaction tax. But after the Obama administration opted for a plan to tax banks, the government coalition in Berlin switched to supporting that approach. Berlin has also expressed approval for a proposal by the International Monetary Fund to tax banks' profits and executive bonuses as well. Many politicians have called for the businesses that caused the current economic crisis to contribute to the expensive bailout.

Some questions and comments for Doug Henwood and others

In the days that followed the 9/11 attacks, information regarding mysterious .put-options. on American and United Airlines, in the week or so prior to the attacks, began to reach the alternative media.

Already doubtful of the veracity of the Bush administration.s official narrative, I decided to email economist and Left Business Observer publisher Doug Henwood and ask if he had any knowledge of the 9/11 related insider trading that journalists, such as Mike Ruppert, were starting to bring to light. Having received a prompt reply to a previous email I had sent Mr. Henwood regarding one of his speaking engagements, I believed it reasonably likely that a question relating directly to the economics of 9/11 would elicit some kind of response from him. No response was forthcoming, and on Thursday, April 29, 2010 almost a decade later, the reason became clear.

During some introductory comments on his radio program Behind the News, which airs on Thursday afternoons between 5:00 and 6:00 on WBAI in New York, Mr. Henwood unleashed a caustic assault on the 9/11 Truth Movement in which he attributed, paranoia, psychoses, and other pathologies to its members. He continued by characterizing the movement itself as toxic waste and a distraction to other .legitimate. progressive movements and causes. He then referred to the damage to the Pentagon and the melting point of steel as having taken on .lives of their own..

Initially angered by the dismissive tone taken by such an educated man as Henwood, I then considered the troubling number of political progressives who, like Henwood, accept the U.S. government.s account of the attacks, and who eventually embrace progressive analyses of the attacks only for the purpose of trying to explain the motives of the so-called terrorists. It is this radicalized version of George W. Bush.s analysis -- to wit, .they hate our freedoms. -- that have given progressive academics such as Paul Zarembka and John McMurtry to charge many members of the political left -- including some of their own colleagues in academia -- with being asleep at the switch.

To be sure, it may be easy for even the most educated and informed observers of political and public affairs to want to avoid life.s more recondite areas of curiosity. However, when evidence of 9/11 being a false-flag attack is now at a level of proof, it is fair to ask why so many progressive academics and journalists still retreat from this reality. Why do Henwood and other political and social critics such as Noam Chomsky still resort to the mother of all dismissive appellations -- .conspiracy theory. -- when presented with irrefutable evidence of 9/11 being an inside job? (To my knowledge, Chomsky still believes that Oswald shot JFK.) One clue was offered by Henwood himself during his militant invective against the Truth Movement. Henwood spoke of the .credibility issues. faced by WBAI among members of the public and that any serious consideration of a 9/11 counter-narrative might compound WBAI.s marginalization. However, I would remind Mr. Henwood that as long as WBAI is a dissident island in an information universe controlled by the likes of Fox, CNN, and the Wall Street Journal, WBAI will always be engaged in a struggle for its credibility, as is true of any alternative news source.

Therefore, my questions to Mr. Henwood and to all other like-minded progressive critics of U.S. foreign policy: Have you read the research of those whom you snidely refer to as .9/11 truthers.? If you have not, why do you heap such public opprobrium upon a political movement that you have not taken the time to understand? If you have read the research, why or how are you still satisfied with the U.S. government.s implausible rationales?

Regarding the issue of distraction, what could be more energizing to a peace movement than to know that the War on Terror.s catalyzing event was a contrived fiction? Finally, are you hesitant to make common cause with paleo-conservatives and right-libertarians who have also conducted extensive and damning research into the events of 9/11?

Let us not overlook the respected progressive academics and journalists who do not accept the U.S. government.s claim that the 9/11 attacks were perpetrated by suicidal maniacs whose actions were coordinated from a cave in Afghanistan via cell phone. They include (and this is hardly a comprehensive listing) Peter Dale Scott, Michel Chossudovsky, Michael Parenti, Steven Jones, James Fetzer, Wayne Madsen, David Ray Griffin, Webster G. Tarpley, Barrie Zwicker, Michael Ruppert, Bev Conover and as already noted Paul Zarembka and John McMurtry.

Still given the amount of evidence adduced against the official version of the events of 9/11, too few in the fields of education and journalism appear ready to overcome psychological barriers to accepting information other than that which they consider safe or most comforting. To this latter group, in addition to the questions I have already posed, I might wonder as to their agendas and for whom they truly speak. Are some insidious political forces making it worth their while to toe a specious political line?
